    “十四五”期间北京公安机关多措并举护企优商、便民利民

    　　中新网北京12月19日电 (记者 吕少威)北京市公安局党委副书记、政治部主任田峡在19日举行的新闻发布会上表示，“十四五”时期，北京公安机关聚焦公安机关主责主业，统筹发展和安全、活力和秩序、服务和监管，不断提升公安机关服务高质量发展水平。 　　北京公安机关构建便捷化服务体系。办事体验持续优化。深化新生儿出生等8类“一件事”集成场景建设，实现居民身份证补领、机动车驾驶证核发等162项公安政务服务事项“零跑动”，其中有九成以上事项实现“全程网办”，其余事项通过信息共享、前置服务等方式让群众企业“免跑即办”；1100余个服务网点在导航平台全量标注。 　　北京“一窗通办”不断升级。推动21个政务服务中心(公安分中心)、150个派出所实现152项政务服务事项“综合办理”，探索建成首个智慧公安分中心和区域性公安专厅，全市投放266台警务自助设备，构建更便捷的“服务圈”。深化道路交通“智慧治理”。设立“1+14”模式的市、区两级交通事故远程处理中心，实现“1分钟接警响应、4分钟完成挪车、15分钟快速办结、最快24小时内实现保险赔付”，累计远程处理事故220余万起；建设优化全市主干道绿波带350条、总里程已达700余公里。 　　北京公安机关织密常态化服务网络。健全完善警企联系服务机制。“点上”创新推出警企服务联络中心(站)、“北京知产警官在线”小程序等特色品牌，建立全国首家省级经济犯罪案件受案中心，为企业提供政务服务、政策解读等内容；“面上”构建企业诉求“首接负责、快速响应、协同处置、闭环办结”工作体系，累计解决诉求530余件。 　　北京公安机关创建大型活动管理服务“北京模式”。出台优化安全管理十条措施，推出大型活动“五减”和全程网办利企举措，审批时限压缩到3个工作日；创建“一馆一策”安全工作模式，累计释放坐席2.2万个，首创观众分区分色引导进场，就近设置网约车和非机动车落客停放点。5年来，共保障6029场次大型活动安全有序。推出引才引智融入式服务。深化人才综合服务保障体系建设，迭代升级出入境政策服务包36条措施，最大限度为企业引才引智提供便利。 　　在打造法治化营商环境方面，北京公安机关实行包容审慎监管。深化落实“轻微免罚”“初违慎罚”清单制度，统一1165项行政处罚裁量基准。强化涉企行政检查规范化建设。深化一体化综合监管，创新“风险+信用”分级分类监管体系，“扫码检查”拓展至21个行业领域。截至目前，现场检查量占比下降至14%，非计划性临时检查实现清零。保护企业合法权益。严打企业内部职务犯罪、涉知识产权等侵犯企业和企业家权益犯罪，累计破案4600余起。(完) 【编辑:张令旗】|dfg|
