    海南产经新观察：营商环境好不好，经营主体说了算

    　　中新网海口12月23日电 (张茜翼 黄方舟)“营商环境好不好，经营主体说了算。”全国工商联2025年万家民营企业评营商环境结果显示，海南省市场环境、法治环境、创新环境、政务环境等各项指标均取得显著进步，近九成调查企业认为本地营商环境得到进一步改善。 　　22日举行的“高标准建设海南自由贸易港”系列主题新闻发布会上，海南省营商环境建设厅党组成员、副厅长、新闻发言人王雪皓表示，海南始终将推动解决企业群众关心关切的问题，作为衡量营商环境的重要标尺，坚持“企业有所呼、政府有所应”，构建了全链条、闭环式的营商环境问题核实处置体系，加快推进营商环境表层修复和深度优化。 　　自2021年6月上线以来，海南省营商环境问题受理平台累计收到企业反映问题9200多件，办结率92%。2025年以来，海南开展营商环境涉企历史遗留问题攻坚行动，全面梳理涉企历史遗留问题950件，建立“清单化管理、项目化推进、闭环式落实”工作机制，层层压实责任、细化推进举措，截至目前已销号解决716件，完成率达75.37%。 　　海南省创新营商环境问题核实处置制度机制，推动解决了一批企业反映强烈的营商环境问题，受到企业广泛赞扬。 　　“深化制度创新，建立营商环境问题多元解决机制”，是海南在实践过程中形成的卓有成效的创新做法。具体措施是，对具有代表性、典型性的重点突出营商环境问题，由相关市县和省级主管部门相关负责同志领办；对跨区域、跨部门、跨层级的重大疑难复杂问题，通过“属地主责、部门支持、府院联动、纪法衔接、共同协商”的做法进行法治会诊；针对紧急类诉求问题，构建涉企紧急诉求快速直通会商机制，推动企业急难愁盼问题得到依法妥善解决。 　　与此同时，海南充分运用纠纷调解机制，通过解释、沟通、劝导、协商等方式，依法推动相关方和解，积极化解争议；建立正反面案例通报制度，用好正向激励措施，加大负面惩戒力度；探索建立健全营商环境鼓励和激励机制，激励各市县、各部门争当营商环境建设的“领跑者”“排头兵”。 　　今年营商环境涉企历史遗留问题攻坚行动开展以来，海南各市县各部门积极运用法治会诊等创新制度机制推动解决历史遗留问题，兑付欠款18.61亿元，兑付土地补偿金4.66亿元，兑付政策奖补资金2589.54万元，盘活土地2548.09亩，有效化解了一批复杂疑难历史遗留问题，有力推动了项目建设和经济发展，企业平均回访满意度为95%，切实增强了企业满意度与发展信心。 　　为企业所称许的，还在于海南完善问题处置流程，建立健全营商环境问题全过程闭环管理机制。 　　目前，海南依托12345热线(营商环境问题受理平台)和政务服务大厅等渠道，集中受理营商环境方面的咨询、投诉、举报及建议，实行线上线下联动办理，畅通营商环境问题受理途径；实行问题受理、科学分办、核实处置、跟踪督办、反馈评价全流程闭环管理，规范问题核实处置程序。 　　而且，海南发挥省委优化营商环境领导小组办公室作用，通过提醒敦促函、整改通知书、重点督办通知书等方式，加强核实处置过程的指导监督；针对重大复杂问题，组织实施重点核查或进行提级办理；推动12345热线平台与“监督一张网”平台监督贯通衔接，形成监督监管贯通协同的工作合力；建立常态化营商环境问题分类分析指导机制，推动“一个问题”到“一类问题”的解决。 　　营商环境没有最好，只有更好，永远在路上。站在海南自贸港全岛封关的新起点，海南省营商环境建设厅党组书记、厅长任端平表示，将加快推进“最简短审批清单”“最满意行政效能”“最有效监管执法”“最放心信用环境”“最优质服务环境”“最美丽居民空间”建设，推动支撑营商环境跻身全球前列的基础保障和关键领域取得实质性进展。(完) 【编辑:付子豪】|dfg|
