    　　昨天(19日)，市场监管总局公布了《城镇供水供电供气公用企业价格行为合规指南》，规范公用企业价格行为，切实保障消费者合法权益。 　　市场监管总局价监竞争局价格监管一处二级主任科员邓晔介绍，去年以来，个别城镇公用企业因收费不规范问题引发社会关注，企业因估抄、错抄、漏抄，导致居民阶梯价格执行错误，损害了群众利益。这些事件暴露出企业在价格行为合规上的突出问题，亟须源头治理。 　　市场监管总局公布《城镇供水供电供气公用企业价格行为合规指南》，要求公用企业增强服务意识，简化办理流程，为用户提供价格合理的产品与服务。并强调，公用企业要依法执行政府指导价、政府定价，落实明码标价制度、价格优惠政策和用户分类价格政策。 　　市场监管总局价监竞争局价格监管一处副处长毋鹏介绍，《指南》要求公用企业规范自主定价，详细列明公用企业在工程安装及延伸服务收费可能存在的法律风险，比如，违规收取计量装置费。 　　《指南》鼓励公用企业建立健全内部管理制度，包括内部监督、用户类别核定管理、价格监测等机制，从企业内部制度层面规范价格行为。 　　毋鹏表示，特别是要求按照固定周期“抄表到户”，避免居民阶梯价格执行错误而多收价款。 　　此外，《指南》要求公用企业主动整改违规风险，并配合监管执法。 【编辑:李润泽】|dfg|
