    　　重庆稳步扩大新就业形态人员职业伤害保障试点范围 　　织密保障网，让奋斗脚步更稳当(贯彻四中全会精神一线见闻) 　　山城重庆，爬坡、转弯、过坎，又送达一单。 　　“骑慢点儿哈，摔了看哪个管你？”自从当起外卖员，伍远义每天出门时，家人总是这样叮咛。 　　但现在有点不一样——“有‘新职伤’管！”伍远义骑着新买的摩托车，穿行在大街小巷，“路上稳，心更稳。” 　　伍远义口中的“新职伤”，指的是专门面向新就业形态人员的职业伤害保障：不需签订劳动合同，按单计费、按月订单量申报缴费，由平台企业直接支付。 　　习近平总书记强调：“加强灵活就业和新就业形态劳动者权益保障，扩大职业伤害保障试点，及时总结经验、形成制度。” 　　2022年7月，我国开展首批新就业形态人员职业伤害保障试点，重庆是7个试点省份之一。如今，职业伤害保障试点范围扩大到17个省份，累计参保人数超过2200万人。 　　前不久，伍远义在送外卖途中不慎摔伤了腰，他试着在平台一键申报了“新职伤”，很快接到来电：“审核通过，医疗费3天内到账。” 　　伤好后，伍远义干得更起劲，“努力跑一个月，能赚回买摩托车的本钱。” 　　重庆市人力资源和社会保障局工伤保险处处长余朝前介绍，重庆在前期试点基础上，正稳步扩大“新职伤”试点范围，今年新增4家试点企业。 　　党的二十届四中全会《建议》将“人民生活品质不断提高”列为“十五五”时期经济社会发展的主要目标之一，提出“社会保障制度更加优化更可持续”“建立健全职业伤害保障制度”。“我们要提供更加可靠的社会保障，让大家奋斗的脚步更稳当。”余朝前说。 　　下一步，怎么让保障更可靠？前不久，重庆市人力资源和社会保障局召开了一场座谈会。 　　摆开桌子听意见。“我妻子干家政，啥时能纳入政策？”一个大哥嗓门亮。“审核环节还能再快些不？”一个大姐接话茬……你一言，我一语，说着掏心窝子的话。 　　不停记录的，除了相关部门的工作人员，还有来自“新职伤”试点企业的代表。“政策的好处看得到，希望能不断完善和人社部门的衔接，让司机师傅跑车更安心。”滴滴出行重庆地方事务经理王松说。 　　“我们把‘新职伤’装进‘职业伤害保障一件事’里。”余朝前说，“申报一次就行，全流程委托、一体化经办，大伙办事更方便。” 　　未来咋优化？ 　　人力资源社会保障部等9部门发布通知提出：2026年，将出行、即时配送和同城货运3个行业的平台企业总体纳入试点范围；2027年，探索将职业伤害风险较大、劳动管理强度较高的其他行业平台企业纳入试点范围。 　　“深入学习宣传贯彻党的二十届四中全会精神，我们将健全完善系统集成、协同高效的社会保障制度，把更多人群纳入覆盖范围，切实增强人民群众的获得感、幸福感、安全感。”重庆市人力资源和社会保障局党组成员、副局长胡京表示。(本报记者 沈靖然) 【编辑:王琴】|dfg|
