    人民币现金收付及服务迎新规 满足多层次支付需求

    　　人民币现金收付及服务迎新规—— 　　满足公众多层次支付需求 　　不允许学生家长使用现金缴纳学费、拒绝客户以现金缴纳车险费用、以无法找零为由不让消费者支付现金……这些困扰老百姓使用现金的情形该如何根治？为切实维护人民币法定货币地位，防范和整治拒收人民币现金行为，构建多元支付方式共同发展下的现金便利流通环境，中国人民银行会同国家发展和改革委员会、国家金融监督管理总局制定了《人民币现金收付及服务规定》，于近日对外发布，并自2026年2月1日起施行。 　　人民币是我国的法定货币，人民币现金作为最基础的支付工具，在服务实体经济、实现普惠金融、维护金融稳定等方面发挥重要兜底作用。近年来，中国人民银行积极推进现金流通环境建设。从当前情况看，全国拒收现金有关投诉显著减少，人民群众的支付方式选择权得到有效保护，“拒收现金违法”的观念深入人心。 　　但也要看到，经营主体收现金意愿下降具有一定普遍性、趋势性，拒收现金行为仍难完全杜绝。清华大学国家金融研究院院长田轩认为，在多元支付方式并存的条件下，发挥现金兜底作用，需要相关各方的共识和法律保障。《规定》旨在进一步明确各类收费单位、经营主体以及银行业金融机构的现金服务义务，引导规范各相关主体共同建设和维护人民币现金流通使用环境，保障整治拒收现金与优化现金使用环境工作的持续性和有效性。 　　记者了解到，《规定》在制定时遵循了五大基本原则，即坚持金融为民、坚持问题导向、坚持综合施策、坚持协同治理、坚持依法惩戒。中国人民银行相关负责人表示，现金流通环境建设相关工作是人民银行践行金融为民的基础工程，既鼓励支持支付方式的多元化发展，又注意充分发挥各种支付手段的优势，满足公众多层次的支付需求。 　　针对收费单位和经营主体的现金收付行为，《规定》基于分类管理和普遍适用的原则，提出明确要求。从支付场景看，采取人工方式收款、提供面对面服务以及线上预约、交易，线下完成服务或货物交付，具备当面收款条件的，应支持现金支付，保持合理的零钱备付；采取无人值守、机具设备等自助服务模式，以及采用“一卡通”结算、进行统一管理的园区、厂区、景区、学校等场所，经营主体应在醒目位置标识支付方式，现金收取转换方式及服务联系电话；全部交易、支付、服务均通过网络完成的，收费单位、经营主体应提前公示支付方式。 　　作为平时与现金打交道最密切的机构，银行业金融机构更应严格执行人民币现金管理相关法律法规，采取措施提高现金服务质量，满足社会公众、收费单位和经营主体的需要。《规定》明确要求，吸收个人客户人民币存款、具有实体营业场所的银行业金融机构网点，应办理现金存取业务。提供面对面现金服务的，应提供柜面人工现金服务。 　　“在新规引导下，银行业金融机构应结合现金业务规模、类型、特点，确保现金网点、自助机具的数量、布局能满足不同客户群体的现金服务需求。同时，依法依规做好回笼人民币的整点，防止将不宜流通人民币对外支付，防范各类业务风险。”南开大学金融学教授田利辉说，还应充分考虑老年人、残障人士、境外人士办理现金业务的需求与习惯，合理布设现金自助机具。 　　如何应对现金支付不畅的现象？中国人民银行相关负责人表示，应与收费单位、经营主体友好协商解决争议，依法正确维权。确遇拒收现金，或者采取歧视性措施排斥现金的，应妥善保留相应的证据或线索，通过城市政务热线、消费者权益保护、金融消费权益保护等各种渠道进行投诉、举报，中国人民银行将会同相关部门及时处理。 　　本报记者 勾明扬 姚 进 【编辑:王琴】|dfg|
