    2025浙江国企ESG年度报告分析：呈现多维发展格局

    　　中新网杭州12月20日电(蓝伊旎)当前，ESG(环境、社会与治理)实践已成为关乎企业生存发展、构建长期竞争力的核心战略要素。12月20日，“ESG：迈向可持续未来的责任担当”活动在杭州举办，其间发布了《浙江省国有企业ESG信息披露报告分析》(以下简称《报告》)。 　　《报告》指出，浙江省作为经济高质量发展的先行省份，始终将ESG理念融入区域发展战略，通过国家战略承接与地方政策创新的双轮驱动，构建起多层次、全覆盖的ESG政策保障体系，为国有企业ESG实践提供了清晰且坚实的方向指引与制度支撑。 《报告》发布现场。　　王刚 摄 　　据了解，《报告》由浙商总会新媒体委员会、浙江工业大学管理学院、浙江工商大学战略企业家学院、浙大城市学院商学院、中新(西湖)产业创新发展研究中心(筹)联合发布，以浙江省115家国有企业为样本，系统梳理了其在ESG方面的信息披露现状，旨在为浙江国企ESG建设提供参考。 　　《报告》显示，截至今年11月21日，115家样本企业中，浙江省属国有企业信息披露规模最高，市属企业中宁波市披露率较高；从行业看，批发和零售、制造业披露率较高。报告时效性整体向好，在披露员工权益议题方面领先。 　　“浙江省国有企业在推进ESG实践中，逐步呈现出‘多维协同、差异发展’的初步特点。”《报告》发布人、浙大城市学院商学院执行院长陈勇表示，浙江在共同富裕示范区建设中肩负重任，各企业结合战略使命与政策导向，在环境管理、社会责任和公司治理等方面均开展了有益探索。 　　据介绍，在环境方面，部分企业依托政策支持和产业基础，逐步加强环保管理；在社会责任方面，企业围绕民生服务体现公益性；在公司治理方面，企业以合规运营为基础不断完善管理体系。“这些实践既各有侧重，又相互支撑，为浙江国企提升ESG整体水平奠定了基础，也为更多企业践行可持续发展提供了有益参考。”陈勇说。 　　同时，《报告》也指出，浙江国有企业ESG建设仍面临一些发展中的课题。例如，金融业，信息传输、软件和信息技术服务业，房地产业及科学研究和技术服务业等领域的ESG信息披露尚待加强，在平等对待中小企业、科技伦理等议题方面存在披露短板。 　　《报告》建议，浙江国有企业应构建分类分级推进机制，提高ESG披露实效；强化董事会主导作用，实施分类推进策略；深化报告内容与质量建设，提升信息披露价值；加强治理体系完善，动态排查决策与管理盲区；强化支撑保障与能力建设，夯实披露基础，推动ESG管理从“自愿选择”向“规范必要”转变，从“形式披露”向“价值创造”深化。 　　据悉，本次活动是2025长三角产业创新发展大会重要子活动之一，由浙商总会新媒体委员会、浙商总会金融服务委员会、中国产业发展促进会产业创新集群分会主办。(完) 【编辑:张子怡】|dfg|
