    报告：中国跨区域和国际技术转移能力稳步提升

    　　中新网北京12月22日电 (记者 谢雁冰 曾玥)《国务院关于促进科技成果转化工作情况的报告》22日提请十四届全国人大常委会审议，其中指出，中国跨区域和国际技术转移能力稳步提升。 　　报告表示，“十四五”以来，中国深化科技成果转化机制改革，完善政策支持和市场服务，科技成果转化实现量质齐升，有效推动科技成果向现实生产力转化。 　　根据报告，2020年到2024年，全国技术合同成交金额从2.83万亿元(人民币，下同)增长到6.84万亿元，增长幅度达到141.7%。新技术应用支撑传统产业优化提升，战略性新兴产业规模不断壮大，2024年规上高技术制造业增加值较2020年增长42%，人工智能、生物科技等前沿领域正在形成新的经济增长点。 　　在完善科技成果转化服务体系方面，报告具体指出，跨区域和国际技术转移能力稳步提升。加快建设北京、上海、深圳3大技术交易所，布局建设12个国家科技成果转移转化示范区。深入开展“科技援疆”等东西部科技合作。启动建设一批“一带一路”联合实验室，优化布局国际科技合作基地。 　　围绕下一步工作考虑，报告提出加强原始创新和关键技术攻关，增加高质量科技成果供给。加强基础研究战略性、前瞻性、体系化布局，提高基础研究投入比重，加大长期稳定支持。突出国家战略需求，部署实施一批国家重大科技任务，采取超常规措施，全链条推动集成电路、工业母机、高端仪器、基础软件、先进材料、生物制造等重点领域关键核心技术攻关取得决定性突破。实施新技术新产品新场景大规模应用示范行动，全面实施“人工智能+”行动。 　　此外，报告还提出健全大数据、人工智能、基因技术等新领域新业态知识产权保护制度；深入推进科技成果“先使用后付费”改革；围绕战略性新兴产业和未来产业布局一批专业孵化器；对突破关键核心技术的科技型企业，建立上市融资、债券发行、并购重组绿色通道等多项具体举措。(完) 【编辑:胡寒笑】|dfg|
