    王忠民：AI算力的尽头是电力，电力尽头是绿电

    　　中新网北京12月16日电 (记者 王梦瑶)12月16日，中国新闻社以“新格局·新动能”为主题在北京主办“国是论坛：2025年会”。全国社保基金理事会原副理事长、中国责任投资论坛名誉理事长王忠民在论坛上表示，AI(人工智能)算力的尽头是电力，电力的尽头是绿电。绿电不仅是风光水发电，其自身的生产流程和产业链过程也需要少用能量少用自然资源。 12月16日，在中国新闻社举办的“国是论坛：2025年会”上，全国社保基金理事会原副理事长、中国责任投资论坛名誉理事长王忠民发表主旨演讲。中新社记者 蒋启明 摄 　　王忠民表示，AI的尽头是ESG(环境、社会和公司治理)。零碳园区、零碳城市、零碳产业首先要有算力中心，算力中心是当前全球竞争的制高点。算力产业链前端受电力约束，如果电力不够，人工智能的算力就没有办法有效地服务前端，如果所有的电都来自化石能源，ESG目标就会延缓。 　　他指出，算力中心由过去依靠水冷降温变为液冷降温，用可循环使用的液体改变了高耗能的算力中心的用水问题。如果在算力中心的用电环节引入ESG工具，能耗会大幅降低，当这样的要求融入零碳园区、零碳城市、零碳产业等当中时，无论产品端还是利用端都会发生基于ESG要求带来的时代进步。 　　此外，王忠民还指出，开源的尽头是CVC(基于产业的财务投资)。人工智能时代的应用平台、软件等都需要开源服务，开源渗透到了经济社会中的方方面面。当源代码、平台算力等开源的时候，开发运用阶段的边际成本无限接近于零，当边际成本接近于零时，开发者、受众和服务对象就可以免费使用。 　　他表示，CVC的逻辑是用平台资金投资新的创业公司，免费让新创业公司使用开源平台存量资产进行创业，盈利以后只收取少部分利润。当创业公司成为所有平台中最重要竞争力产线时，可以注入资本需求，推动企业的规模化延展应用，最后通过高估值收购让初始创业者得到资本回报，实现产业链条的持续发展。 　　“这样一来全社会创新机会成本有望几乎为零。”王忠民指出，由于投资后成功部分覆盖了失败部分的总费用，最后社会创新的机会成本无限接近于零。其次，由于个体创业初期可以免费投入且成功后还可以获得大量资本投资，每一个个体创新失败的机会成本也无限接近于零。这种动能藏在AI时代的产业和产业链的叙事新格局中。(完) 【编辑:于晓艳】|dfg|
