    专家：海南全岛封关为侨商带来机遇

    　　中新社北京12月18日电 (记者 韩辉)自2025年12月18日起，海南自由贸易港正式启动全岛封关。受访专家表示，封关运作为广大侨商深度参与中国高水平对外开放、共享发展红利提供了大好平台。 　　北京大学城市软实力研究院研究员、侨海(中国)创新发展研究院院长张洵君表示，封关运作通过系统性制度创新，为侨商带来诸多发展机遇。侨商可以发挥自身全球网络的优势，把海南打造成“区域总部”“供应链管理中心”或“创新孵化基地”，从而更高效地整合和调度跨境资源。 　　张洵君指出，在贸易与产业链重构方面，政策红利体现得最为直接和显著。除了“零关税”范围扩大外，进口“零关税”商品及其加工制成品可在享惠主体间自由流通，这改变了原有监管逻辑。由此，侨商能够更加灵活地设计新型产业协作模式，将海南打造为全球价值链中受制度保障的关键增值环节。 　　在张洵君看来，海南已推出22项放宽市场准入特别措施，并实行全国开放程度最高的“外资准入负面清单”。这为侨商在医疗健康、数字经济、绿色金融、专业服务等领域的创新布局开辟广阔空间。 　　欧洲华商联合会会长、欧洲华商商学院执行院长戴小璋表示，从海外侨商的实际感受看，跨境经营真正的难点，并不在于规则是否严格，而在于规则是否频繁变化、是否连续。 　　“在欧盟市场中，受监管与成本双重挤压，不少侨商难以向产业链更高附加值环节延伸。”戴小璋认为，海南全岛封关正在改变海外侨商参与中国市场的方式。海南所提供的制度平台，使海外资源、技术和管理经验能够以更低摩擦进入中国体系，为侨商从“贸易参与者”升级为“供应链组织者”提供了现实通道。 　　戴小璋强调，这种开放并非降低标准，而是优化治理方式。海南不是放松监管，而是通过规则前置和制度整合，提高整体运行效率。“对真正具备国际化能力的侨商而言，这种开放更具长期价值。” 　　“在全球经贸不确定性上升的当下，海南全岛封关所体现的制度型开放，不只是区域改革的尝试，更是中国对外开放逻辑的一次清晰表达：开放不是靠模糊空间，而是靠明确规则。”戴小璋说。(完) 【编辑:惠小东】|dfg|
