    管好用好政府债券 5000亿地方“补给”正在落地

    　　中央财政从地方政府债务结存限额中安排5000亿元“补给”地方，正在顺利落地。近期，多个省份明确了预算调整方案，对债券使用作出安排。5000亿元增量资金将向经济发展注入新的动能，有力支持地方完成今年经济社会发展目标任务，推动“十五五”良好开局。 　　作为财政政策的重要工具，政府债券在扩投资、稳增长中发挥越来越大的作用。按照预算，今年政府债券规模更加给力，综合运用地方政府专项债券、超长期特别国债等工具，新增规模达到11.86万亿元，比去年增加2.9万亿元。年底，中央财政又从地方政府债务结存限额中安排5000亿元，用于补充地方政府综合财力，以及经济大省符合条件的项目建设，精准支持扩大有效投资。 　　政府债券的发力，充分体现了财政政策“更加积极”的取向。今年以来各地持续加快债券资金使用，有力增强经济发展动能，推动经济持续回升向好。其中，8000亿元超长期特别国债支持1459个“硬投资”项目建设，覆盖新型城镇化、社会民生、高等教育提质升级等领域。4.4万亿元专项债券扩大投向领域和用作项目资本金范围，重点用于投资建设、土地收储和收购存量商品房用作保障性住房等。 　　按照中央经济工作会议部署，明年要继续实施更加积极的财政政策。可以预期，预算、税收、政府债券、转移支付等财政政策工具将打出一套有力有效的“组合拳”，保持必要的支出强度，形成对经济社会发展强力支撑。其中，政府债券无疑会继续发挥重要作用。如何进一步管好用好政府债券，成为发挥财政政策效能的一个重要课题。 　　“十五五”规划建议提出，加快构建同高质量发展相适应的政府债务管理长效机制。这就要求，一方面，科学有效管理好政府债务，发挥政府债券作用，促进高质量发展；另一方面，统筹发展和安全，切实防范化解地方政府债务风险。 　　优化政府债务规模结构，增强财政可持续性。实施更加积极的财政政策，既要充分发挥政府债务的作用，也不能“寅吃卯粮”，这就需要全面评估政府偿债能力、举债空间和债务风险，科学合理确定赤字率、举债规模。优化中央和地方政府债务结构，科学合理安排地方政府债务规模。一般国债、超长期特别国债、地方政府一般债券、专项债券规模等各类债券具有不同的功能、作用，通过优化结构、组合运用，更好地适应经济社会发展和宏观调控需要。 　　强化债券发行使用管理，提高政府债券效能。近年来我国持续加强政府债券发行、资金分配使用管理，形成法定债务“闭环”管理制度体系。严管理、提效能的空间还不小。专项债券方面，需要继续优化完善管理，健全“借、用、管、还”全生命周期管理机制，防止低效、无效投资，更好发挥强基础、补短板、惠民生、扩投资等积极作用。完善专项债券偿还机制，确保按时足额还本付息，防范偿还风险。超长期特别国债方面，也需要科学评估政策实施情况，优化完善政策安排，加强“两重”项目全生命周期管理，确保资金规范安全高效使用。 　　推进防范化解隐性债务，守住不发生系统性风险底线。近年来，化债工作持续推进，有序化解隐性债务存量、坚决遏制增量，债务风险有效缓释。新增隐性债务和虚假化债的现象仍时有发生，一些地方债务压力还较大。防范化解隐性债务风险不能松懈，需进一步完善全口径地方债务监测体系，推动建立统一的地方政府债务长效监管制度，对违法举债融资严肃追责问责。加快推动地方政府融资平台改革转型，严禁新设或异化产生各类融资平台。 　　统筹当前与长远、发展与安全，建立科学管理的长效机制，政府债券的作用将得到更加充分发挥，更有力保障国家重大战略和民生福祉，助力经济行稳致远。(本文来源：经济日报 作者：曾金华) 【编辑:刘阳禾】|dfg|
