    　　记者从北京市举行的“一张蓝图绘到底 建设国际一流的和谐宜居之都”主题新闻发布会上获悉，《北京城市总体规划》实施第二阶段各项任务顺利完成。 　　2017年9月党中央、国务院批复《北京城市总体规划(2016年—2035年)》，北京实现从“北京发展”到“首都发展”“外延扩张”到“内涵提质”等关键转变，国际一流和谐宜居之都建设取得历史性突破。 　　总规实施以来，北京市完成市级行政机关搬迁至北京城市副中心，助力雄安新区建设取得显著进展。北京累计疏解提质一般制造业企业3000余家、拆除违法建设超2.38亿平方米，腾退土地超275平方公里。城乡建设用地阶段性达到2035年总体规划目标。 　　“一屏、三环、五河、九楔”市域绿色空间结构不断强化，一绿地区公园数量近120处，城市公园环为首都戴上“绿色项链”，二绿地区建成郊野公园50余处，温榆河公园二期开园迎客。 　　北京从“摊大饼式”粗放蔓延逐步转向精耕细作，城市空间更加“透气”，蹚出了减量发展的新路子。市域绿色空间结构不断强化，北京的森林覆盖率达到了45%，万亩以上森林达到了40处，全市公园数量达到了1136个，方便市民推窗见绿、出门进园。 　　落实总体规划提出的坚持生活空间宜居适度要求，不断提高民生保障和服务水平。 　　总体规划实施第二阶段，教育、医疗、养老等公共服务体系更加完善，普惠性幼儿园覆盖率达93%，超过96.7%的社区卫生服务中心可提供儿科诊疗服务，建成社区养老服务驿站1540家、养老助餐点2410家。 　　扩大公共文化服务有效供给，全市人均公共文化服务设施建筑面积从2015年的0.14平方米增至2024年的约0.5平方米，提前实现2035年总体规划目标。 　　不断完善购租并举的住房体系，实现住有所居。累计建设筹集保障性租赁住房36.8万套(间)，不断健全多层次社会保障体系。 　　健全城市管理体制，创新城市治理方式，接诉即办成为超大城市治理名片，群众的获得感持续增强。 　　(总台记者 王丰 刘宝凤) 【编辑:张令旗】|dfg|
