    花4万至6万就能发核心期刊？刊发论文岂能沦为生意

    　　刊发论文不应沦为生意(百姓关注) 　　史一棋 徐 一 　　《人民日报》 　　“普刊基本都能发”“国庆活动北大核心期刊1.4万元，即可赠送知网普刊一篇”“不见刊全额退款”……近日，一些读者来信反映，在网络平台遇见了买卖论文、代写代投的机构。这些商家承诺“包过包发”“快速见刊”，借此获取不法收入，破坏学术环境。 　　代发论文的网络店铺除了承诺“包过包发”，还表示可提供代写服务。 　　北京海淀区读者汪女士在某平台找到一家名为“正刊世界”的店铺。对方称“没有文章我们可以全包”，完全按照客户的需求拟题写作。代写代发明码标价，一篇普刊价格在4000元至6000元不等，一篇核心期刊论文则报价4万至6万元。 　　“您要是明年6月用，现在得立马安排。”客服以期刊版面紧缺、投刊价格逐年上涨为由，催促汪女士及早下单，“马上2026年又要涨价了，现在安排是价格最合适的。” 　　另一家宣称可发核心期刊的店铺商品链接中，有评论称：“同事两年前找他们发过核心期刊，所以我也直接找了他们。”据客服介绍，写作到发表周期为3至6个月，“走内部渠道投刊”。 　　点开客服的推广信息，大量稿件录用通知映入眼帘，所涉领域广泛。“今年又一批刊物要截止了，需要预约的抓紧时间联系”“专业可靠质量有保障，一对一服务”“看着别人论文都纷纷出版，晋升机会一个接一个，你还在原地踏步吗”……这些都是商家推广促销的常用话术。 　　这些网络店铺会采取多种方式回避网络平台监管。 　　笔者在网络购物平台搜索“代发论文”，搜不到任何商品，搜索“论文期刊”，还会跳转到“绿网计划”的宣传页面。可更换搜索关键词后，记者找到一家宣称可发普刊全科专业的店铺，发现它将论文代写代投的服务类型登记为“咨询与指导服务”。在商品名称和宣传图片中，店铺均未直接使用“代写”“代发”字样。点进客服界面，立即收到自动回复：“我们是可以做的，平台允许的。”为了规避平台检测，客服禁止发送“论文”等字样，并迅速引导转移到其他平台沟通。 　　一些店铺采用了更加隐蔽的推广方式。汪女士反映，有论文代写代发机构的客服添加她的个人账号，不断私信推销广告。“客服通过扫描公开二维码加入了校园活动群，伪装成在校学生，向我发送好友申请。”她说。添加好友后，对方主动询问是否有发论文的需求，并罗列了不少刊物和选题。对方称在读硕博士生、高职教师均可独作发表，支持加急。 　　对于上述现象，中国人民大学教育学院教授胡娟认为，一些学校学术评价体系中的“唯论文”现象，催生了论文买卖市场，“代写的论文往往缺乏原创性、思想性，只要同行评议专家能认真审阅，不难发现问题。” 　　胡娟认为，在学术人才评价中，若只重论文数量、期刊等级等指标，忽视研究方向、成果质量与学术潜力，便容易“只见论文不见人”。对学术机构的评价也普遍将论文数量、期刊等级纳入指标，压力层层传导，师生可能为完成任务而放弃潜心钻研，甚至转向购买论文。 　　治理论文买卖乱象，需正本清源。胡娟建议，一要推动学术机构评价体系改革，对于研究型大学、教学型大学、高职院校等，根据其核心职能设置不同的评价标准，从源头上减轻发表压力。二要对学术职业进行科学定位，学术评价应以学术贡献为核心。三要对研究生培养进行科学定位，“对于确有卓越能力的学生，可鼓励其发表论文，但不建议将发表作为普遍毕业门槛。认真完成一篇高质量的学位论文，对研究生的成长更为重要。” 　　此外，有读者建议依法打击论文买卖灰色产业链。有关部门应协同合力，严肃查处论文买卖机构，惩治不法分子，提高违法成本，营造风清气正的学术环境。 【编辑:刘湃】|dfg|
